It is fine for lawyers to use the same template for different cases. The point is if your uniqueness has been presented well in your petition letter.

I guess the main reason is that you did not provide proper evidence to show the IMPACTS of your work on national interest AND your peer's work.

The other possiblities are 1) that either your recommndation letters were not well written 2): your evidence was not presented well 3): or your petition letter was not organized well.
