The proper question should be what eligibility category is she? Only EB1, EB2 and EB3 numbers were recently retrogressed for China-born, that's only a very small part of people out of the new GC holders.
Far more people get GC through marriage or other categories.
Most EB based applicants don't need a interview, but every category subject to background check.
