I am sorry to hear this bad news. I know NSC really sucks!

I knew two persons who filed NIW and OR have been denied in NSC center. One of them got a Ph.D. in USA.
And the other one got hers from Cambridge Univ., England. Basically, their cases were quite strong (8 recommendation letters, many publications, conference papers, reviewer of some journals and citions as well). They both had been asked RFE and then denied later. Every one was shocked for these results. Now one moved to Harvard for his second term postdoc. and resubmitted his cases with NIW and EB-1A in Vermont early this year. And both got approved. I don't think this time he got much more new evidence since he has not been there so long (about a year).

For my case, I am working in cancer research area and have 7 publications, 40 times citions and tens conference papers and talks. Also my work has been reported in the local media. I have 10 recommendation letters but my stupid laywer just submitted 5. So I got RFE 13 months after. Then I switched to a new laywer and submmited 7 more letters(total 12) and other evidence. Fortunately and finally, my case got approved after one month.

So in my experience, appreal is not a good choice except you can get very strong support from world-class experts in your field, for example Nobel prize winner, NAS member etc. I would suggest you think about
moving. Then you can resubmit your case soon. Or you get some new evidence, for example publications, conference papers and citation etc. and then consider to resubmit it.
