1. Ready to appeal,but my lawyer want to charge additional $500 for that! Also, I heard there is very slim chance of success about appealing. Should I appeal?

You can. But it is difficult.

2. If I appeal, how long should I wait to get the hint that there is no much hope for success so that I should start to resubmit without wasting too much time?

one year or so. check the processing time on the website.

3. If resubmit , the choice for me is employment-base OR( but I heard it is very tough now for this kind of application in NSC,right?) or NIW ( but I'm afraid that it is more likely to be denied again based on my previous histroy of being denied). Do you have any idea about that?

it depends on your special case. If you think your situation changed dramatically, you can file another NIW.

4.I think I might have to change my job and move to Texas and resubmit out there, because it seems that it is much easier and faster at TSC than at NSC,right? Do you think it is more helpful if I make that move?

The former director at TSC moved to NSC. What do you expect at TSC then? You need to do something to make your case stronger instead of moving.
