H1-》F1

My H1B visa will expire by 4/30/04. I plan to go back to school and I have got I-20 form for the coming spring semester. The spring semester will start on 2/17/04.
My questions are:
1) What is the best time to file for change of status to get a F1 visa?
2) What is the procedure to do it?
3) Can I continue to work after filing for change of status and before getting f1?
4) If the spring semester has started, and I still haven't got my F1; Do I have to work full time and study full time to maintain my status?
