9 reference letters(8 American, 1 European, 2 independent.) I do not feel I have a strong case, but did it anyway. It seems to me that the reference letter is the most important. We spent almost 9 months on collecting all the letters. So try to collect the best letters you can get. My lawyer and I worked together to write a petition letter almost 40 pages long.
