try infopass or walk in

1. Try infopass to make an appointment with INS, or walkin your local INS office, take all the immigration documents which are related to 131 application. You may explain your situation to the officer. Most of them are resonable persons.
It worked for my friend(walkin), she got the travel document at the same day. At least this is something you could try.
2. As Immi_US said, H or L visa has another option.
