necessarily mean receipt date, and there can be one day to a couple of days difference between these two. If your receipt date is later than or on 10/1, then USCIS can have reason to say that you have passed the deadline.
It would be hard to argue about that with CIS, but the only best thing that you can do now is to try to do just that.
