You get PD only if you get I-140 approved. Then in the I-140 approval notice you can find PD, the same day as the I-140 RD.

If your I-140 have not got approved, then NO PD for you. But you can assume that your PD will be the RD of your I-140 if you get I-140 approved in the future.

Get it? Many people have explained for this issue.
