F1 Extension after 8 years?

I came to the US 7 years ago to study for my Ph.D., but for complicated reasons, I transfered to a new school 1n 2003 to still study for my Ph.D. I saw in the second page of I-20 form, it says if you have been in student status consecutively for more than 8 years, you need to apply for extention and file I-538 with INS. I will be in student status for 8 years in 2006. The I-20 by the new school showed a date of expiration of 2009

Does anyone know how to deal with this? Does this apply to me? Please help!

Thanks
