I-140申請補材料通知，， 請幫我分析一下！

申請I-140 （outstanding prof-res), Our depearment described research scientist as a permanent position in job offer letter. But USCIC checked the web-site of the human resources, which describes research scientist is an unclassfied position and all the unclassified poistion will be at will. Now,USCIS is asking for explaination of the contradictory. What can I do to deal with problems? Thanks very much for the help!
