The visa cutoff date and application priority date are used to control the annual visa number limit set by law. There's a worldwide limit as well as a per country limit. That's why some categories remain current worldwide at the same time that some countries have cutoff date, because these countries use visa numbers more than other countries at that time. Retrogression is expected to occur worldwide soon.
