Then go to US consular office to get something (a letter) stating that GC is stolen. Otherwise, the airline won't let your friend board the plane. In case US consular won't entertain him, ask his employer to complaint with US congressman or senator. It seems that congressman has direct contact with each consular office. This strategy worked for an indian.
