Third Country Visa

If you have third country visa, can you enter into US without any problem? I have heard if you apply visa in Canada, you can only enter into US from Canada border. If you go back to China, it is impossible to enter into US with your visa issued by Canadian US consulate.

It is valid from Decemeber 1, 2003. I am not sure whether it is confirmed or not.
