Actually I have no experience to make an appointment for biometrics by phone.
I knew approval by email and online status first, then I received the approval notice as yours. Just as you, I read this notice again and again, then made an appointment by infpass. The problem is that officer( appointment by infpass) might see such format approval notice first time, she read it several times, then told me she couldn't stamp on my passport as I should do biometrics first. Passport stamp and FP are done in different offices(different addresses), so she couldn't do biometrics for me, also she told me I could receive GC in couple of weeks after biometrics, so actually needn't make appointment again for passport stamped. Then I went to the office for FP and explain my situation to manager: "I made a wrong appointment,.., more than two hours driving distance". That manage allowed me to do biometrics that day. I showed him my approval notice and driver licence.
Just several people were waiting there, no guard. That might be the reason why the manage was so nice that day. Not like in Feb. when I did my first FP, so many people, long line out of door, guard stood there.
I think you should make an appontment first, except you live in the city the office is located near.
By the way, my application was processed in TSC.
