You can fill I-485 after you extend your J1 visa if you can waiver it after the extension, and I think that should not be a problem! My collegue did that. It only takes around 2 -3 weeks for you to get the recommendation letter after the no objection letter is sent. Then you can apply H1 with the recommendation letter, I am sure of all these.
