file I-140&I-485 concurrently

The processing date of I-140-OR cases in Nebraska Service Center have moved to September 1, 2005. My case was submitted in this July and I have not got anything until now except the receipt. I called the CIS this morning. They said the I-140&I-485 concurrently filed cases will only be processed when the I-485 is going to process. The question is now the I-485 processing for applicants from China has stopped since Oct.1, 2005 due to the visa shortage and the current priority date is in 2000. I was wondering does this mean my case won't be processed until the priority date of my 485 application is due, even for the I-140? Do you guys heard any one from China who filed concurrent has their I-140 approved after Oct. 1, 2005? Thank you so much for your reply.

If that is true, why so many people jump before Oct.1, 2005 to file the I-140&I-485 concurrently????
