Calm down! I guess they are more keen on dealing with new cases than old ones, just like a delayed train will have to give way to those are on time. Only the new cases can reflect their improvement in their speed in dealing with those cases. Since they promised to the Congress that they will speed up, and I guess what I said above is not unreasonable. Also, the retrogression for Chinese and Indians, make this more likely the case, for even if you have 140 approved, you can do nothing. they probably giv epriority to cases from other countries.
