That's the way it is in Shanghai, they either do have the money to get more phone numbers or they don't have operators to answer the god damn phone, the lines were always busy and took me and my wife 3 weeks to get thru. Make sure u use redial function on the cell phone. U need to make appt about 5 weeks in advance.
