you must state clearly in all R letters and your petition letter why you fit for NIW. If you need LC, this will effect on 1.sth....., 2.sth...... You need list the reason why you needn't regular LC. Please pay attention, 'NIW' is national, is US itself, not the whole world. INS don't like the whole world.

Just spent around $120 to buy a package kit from website in early 2003, and waited one year for 6 letters (3 from government) collected. That's it. No layer. I think, letter from government is very important. I have no letter for univeristy. Good luck.
