It is likely that INS may buy it. However, lay says differntly and only DOS has the final say. So it is better to contact DOS to make sure. In the future, if INS requires a waiver, she needs to get something from DOS stating she is exempted from the requirement. I heard tha someone with that stamp was asked for a waiver from then INS.
