If beneficiary is a citizen's spouse or immediate relatives which include parents, they can file I-485 even with out-of-status. This class of beneficiary is also subject to no quota limit, and constitutes the largest part of new GC holders in US.
EB numbers are only about 200,000 annually including derivatives, a very small part of US immigrants. But most of the people on this board can only go for EB.
