Facts on EB-1 and EB-2

According to statistics(http://uscis.gov/graphics/shared/statistics/publications/FlowReportLegalPermResidents2004.pdf), in 02, 03, and 04 year, only about 34,000,15,000 and 31,000 EB-1 and 44,000, 15,000, and 32,000 EB-2 visas were issued. How come in this year, all EB-1 and EB-2 were retrogressed. Any idea?
