Yes, Canada acknowledge the dural citizenship. Not US, not China, however.

Yes on the 2nd. However, if you are Canadian Citizen you have no matterial tie with Canada, such as no house, bank account, family members, etc. and you stop enjoying benefits such as health insurance, you don't have to pay tax to Canada.
