do kid need FP

When we recieved the I-485 receipt. There are a sentence let us to make an appointment to get biomedical information done.Even in my son's receipt. He is 5 year old. When I call the 1800xxxxxx and ask them, they said even kid need take a picture without FP.
Anyone heard about similar condition? All my friends told me never heard the kid's need do anything.
