yes, it seems the application package has been sent to INS by Fedex yesteday. I have no idea who is your attorney, for my petition letter, it just took one week after I sent them the E files of all the recommendation letters. Maybe they have some format to draft it, so it won't take a long time.

BTW, I called a lot times and could not reached anyone. So I sent an E-mail. After a while, the attorney gave me a repley. You can try to e-mail them.
