The quota solution is to limit the improportional influx from certain people or country. The irony is that US 's fight with Mexican illegal immigrants is pretty much in limbo. At least they think they are albe to somehow limit the number from Asia. The alternative of techie labor issue, if any, is alleviated by offshoring. Thus the supply and demand of techie's labor pool in US homeland has not yet been resovled since 9/11, by which I mean there's still surplus of this particualr labor supply.
