Many people in the similar situation as you eventually get approved. INS always makes mistake. In fact, writing to congressman is a good idea coupling with the motion. As long as the merriage is real, you have lot of legal tools arround. I believe that a motion to reopen will solve the problem. In the worst case, you can start a lawsuit at federal court.
