Have you submitted I485?

If no, you can't apply for EAD. If yes, then switching to H4 (dependant of your spouse) will take about 2-3 months. EAD takes about 1-3 months, based on my friends' experience. But you can always get an interim EAD at the local INS office if you haven't got it within 90 days after getting the receipt. So take 90 days as maximum.

You have to send EAD to where your I485 case is.
