1) My spouse is on F-1. Can my spouse apply OPT latter if I check 'Yes' at B for Part 3 on the I485 form? If "No" is checked, then can he submmit his I485 later and applying with me?
----------He should be able to submit his I485 later as long as he does so before the approval of your I485.

(2) I am working for goverment throught a contracting company (contract is renewed every year). Should I check "Yes" on item 7 "Is this a permanent position?" for Part 6 on I 140 form?---since the position is always needed.
If I check "no", will this reduce my chance to get approved?

-------------You'd better check yes, but NIW is self-sponsored category. I think this won't matter that much.

(3) 1. If I submit I140 only this time, do I need to submit my hu*****and's passport, visa and the employment letter?
-----I140 is all about yourself. You may need to give your hu*****and's name in I140, but not his other info and supporting materials are needed this time.

(4) Where can I find a check list for I485 and I140
-----For I485, read the instruction of the form. They gave very clear list of what to do. Just follow them.

3. Description of background and experience
4. Description of your most important original scholarly contributions
5.support letters written on behalf of your expected referees
6. First page copy of each published article, abstract or poster
7. Evidence of your membership in a trade association
8. Evidence of awards or major grants you have won
9. Evidence of any citations of your work by others in the field (Citation Index)
10. Evidence of your work as a reviewer of others work in the field
11. Copy of any patents or patents pending
12. Copy of your educational diplomas or certificates
13. Copy of all prior INS documents including I-94 Card, U.S. Visa Stamps, (and IAP-66 Forms if you have ever held a J-1 visa)
