The letters of recommendation I used for both the EB1a and NIW petitions are exactly the same (all with ORIGINAL signature).

I prepared separated cover letters (personal statements) for the two cases -- You SHOULD do so because the criteria set for EB1a and NIW are DIFFERENT, thus you should emphasize your qualifications to fit the specific features of the two categories.

I duplicated the same supporting materials/documents for both cases, but organized them in different order by following the statement of the cover letters.

-- Just my understanding and experience. BTW, my I-140s (EB1a & NIW) got approved on the same day.
