Do not be so pessimistic, 9700 is a correct number, but not accurate. Actually, total Chinese number including family based and employment based is about 30,000. If there is unused number from family based category, they go to employment category. Of course with so many Chinese in the country, it is hard to believe there are any spillover from family category. However, if CIS slows down family process someday, employment category will get a big chuck of spillover. In addition, we have AC 21, which allows Chinese and India to borrow global number if the global number is not overbooked. In a few years (may be 2 or 3 years), after CIS finished currents backlog reduction, it is very likely that tons of global number can be used for Chinese and India. Worst case, even all those do not work, legislation may pass new bill to increase the global number.
