NIW申請綠卡，同時遞交140和485必須趕在10月1日前嗎

剛剛聽人議論說，如果想用NIW申請綠卡，必須在10月1日前交出I-140和485，10月1日以後就不能同時遞交了，要等140批準後再遞交，是嗎？謝謝諸位！
