April, 2001 is a hurdle.

For Eb3, schedule A nurse will use general quota first and then extra 50k quota.
EB1,2,3 are all related. Many people will give up EB3 for EB2 and make EB2 worse; many EB2 NIW will convert to EB1 and then make EB1 worse.
