When can I apply for?

Hi There,

I plan to apply for GC, I am not sure when I can apply for HUI(3) MEI(2) ZHENG(4) since I want to go back to China next year. Is it after I-140 approval or after the submission of 485? I am on H1B visa and afraid that I would not be able to come back to USA.
