"CUT-OFF" data is

cutoff data is a data setup be DOS on the statistical analysis of the near future visa demand from INS.
basically it means:
if you have not submit 485 application and your PD is late than the cutoff data, then you have to wait until your PD become current (means your PD is early than cutoff data)
if you have submitted 485 and your PD is late than the cutoff data, then your case will not be adjusted until your PD become current.
