回複：about waiting time of I-485

PD is the time when you applied LC or the time when you applied 140 (NIW or EB1).

The cutoff data is the data DOS posted on monthly visa bulletin. For those who are waiting for AOS, his/her PD must be early than the cutoff data so that AOS could be done by INS.
