if you mean RFE for NIW I-140 petition, really no difference. No refund anyway. And I-140 has nothing to do with your non-immigrant status (unless you also filed I-485 concurrently).

If you mean RFE for change of status application and you have no current valid status, withdraw will make you out-of-status.
