F1 Mexico jump 10 years?

F1 for Mexico can jump 10 years within one month from
1-Jan-83 on September to 1-Jan-93 on October while F1 for Phillipines only just jump 2 months at the same time?????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????
