I overheard a couple of parents in Vancouver when I applied my visa two months ago. Although the visa officer emphasized they should apply in China, they finally got the visas. It is not impossible. You just have give them a reasonable story. By the way, Those couple have other son and daughter in China and they never applied US visa. Good luck.
