485 processing time & FP code

It seems that 485 processing time is directly related to your FP code. If you take code 3, your case will be approved quickly; if you take code 2, it will take a long time. Is it right? Here are 4 examples:
A: 140/485 RD 09/2004, 140 AD 07/2005, FP (code 2), 04/2005, still pending
B: 485 RD 04/2005 after 140 AD, FP (code 2), 05/2005, still pending
C: 485 RD 09/2004 after 140 AD, FP (code 3), 11/2004, 485 AD 04/2005
D: 140/485 RD 10/2004, 140 AD 12/2004, FP (code 3), 01/2005, 485 AD 05/2005
