It seemed that you did not present your evidence properly if you did submit those pieces of supporting evidence.

Since I have no whole picture about your case, only some general suggestions were given here.

You need first to demonstrate you are superior to your peers then you can claim that the national interest would be adversely affected if a LC were required, with supporting evidence from your referneces.

In reply to the issue raised, you need get new recomm letters, collect new evidence or unsubmitted evidence and compose a new petition letter with all new evidence and some old evidence if you think you did not present properly.
