1. Yes if you are not going to leave that car in Canada. Custom officer doesn't care when you will import your car. If you don't list it in the "goods to follow" list, you will have to pay import tax when you decide to import this car in future.

2.Generally, vehicle title is required for car importation. Since you are not going to import that car, just list it in the "goods to follow" list with VIN (vehicle identification number) and value.
