Thank you ! I still don't understand why my 485 was returned.I heared that 140/485 concurrent filing should be processed quickly. One possibility is I didn't mention on the envelope that it's 140/485 concurrent filing, but wrote I-140 original submission.But I did send them in one package to the office that accept concurrent filing.(140 and 485 were put in two separate envelops but in one package,also noticed on 485 envelope that it's I-485 original submission).Do you think this caused it bad?

Anyway,maybe it's no helpful to mention anything about this,and just as you said resubmit as a 485(plus 130/765)
petition after get 140 receipt.Right? Thanks.
