Yes, you can change your status from B-1 to F-1 in the U.S. (with I-20, of course). We recently helped a client of ours get her I-539 Application to Change Status approved in just 7 days (Receipt Date 7/26/05, Approval Date 8/2/05). See EAC0521253004.
