No! You don't have to go back to China to get your status changed. The International Student Office at the school you are going to should be able to help you. They should provide you a I20 form and tell you how to transfer your status from H1b to F1

The trade-off is that it takes much longer time to have it processed here than going back to China. On the other hand, you take much less chance being denied.
