It is quite often occurrence lately and CIC will not accept photos by mail. Application for PR Card and delivery of photos (or pickup of the Card) must be made in person - you applied in person and your photos were verified during landing process. Now you must come in person to CIC office with new photos.

If you won't be able to do it within 180 days from landing then PR cards will be destroyed and you will have to apply once in Canada. Your problem then will be that you will not be able to get a lot of things going without PR Cards - like health coverage, job, school enrollment, etc.

Your best option is to come as soon as you can to have it done - by reply to the letter, explain that you are not in Canada and for how long and ask for instructions what to do.

You can enter Canada with your COPR document as long as you drive in private car or walk through the border. If you fly or use any other commercial transportation then you need PR Card or Travel Document to do it.
