Mine was done by him.He usually will not be directly involved in any case, although all the documents are finally signed by him before filing. My case was indeed done by Seltzer, who charges the NY office of his law firm. For my case, he promised to file again for free if the I-140s are denied (EB1a and NIW). While, all my I-140s were approved within one year (VSC). It is true that he was not as nice as before after you signed the contract, but Mrs.Seltzer was always very prompt in responding everying, and so do all of his fellow paralegals in NY city and Philadelphia.
