Generally, EB1 criteria is higher than NIW's.
EB1 includes EB1-a (Extraordinary ability, can be self-sponsored) and EB1-b (Outsanding Professor/Reseacher, must be employer-sponsored).
NIW can be self- or employer-sponsored.
Other difference is that EB1 focuses highly on your own qualifications. You need strong backgrounds to meet the criteria they set for EB1. NIW focuses mostly the national interest of your current work/research, but recently the officers also ask you demonstrate you are superior to your peers (including American and foreign) in the field of your effort in order to establish that the national interest would be adversely affected if you were asked to go through LC. That means you also need some sort of "strong" background in addition to some other specific evidence to demonstrate you are not a common person.
Actually right now it is hard to predict which one is easier to get in a particaular case. Generally the criteria for EB1 are more objective than NIW's. NIW is more depenedent on how you present yourself to immigration officers.
