better because for NIW you need to show your contributions are national in scope and granding your petition fit national interest. It is hard to believe that an instructor's work will be national in scope and the nation will have a big loss without you as an instructor. However, for a research scientist, it is much easier to prove that your research influences the whole nation, and you are one of the top scientists in certain area that is hard to replace.
